Annual Work Program and Budget

The Unified Planning Work Program (UPWP) is the annual work program and budget for the HRMPO for our July 1 to June 30 fiscal year. The UPWP documents transportation planning activities in the region for the fiscal year.

 

Unified Planning Work Program (UPWP)

The Unified Planning Work Program (UPWP) provides the annual scope of work and budget for the MPO. It identifies all activities to be undertaken by the HRMPO within the Metropolitan Planning Area (MPA) for the fiscal year and is required by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) as a basis and condition for all Federal funding assistance for transportation planning. The UPWP is developed every spring collaboratively between staff, agency representatives, and member localities, and presented to the MPO Policy Board for review and approval. Once approved by the Policy Board, the UPWP is submitted to the Virginia Department of Transportation (and Federal Highway Administration) and the Virginia Department of Rail and Public Transportation (and Federal Transit Administration) for review and approval. The new plan year begins on July 1 of each calendar year.
