Every year, the HRMPO sets the region’s transportation safety and performance targets to meet state and national Transportation Performance Management (TPM) safety goals. The targets, which include goals for reducing vehicular and pedestrian fatalies, are in response to Federal Highway Administration (FHWA) regulations established by the Moving Ahead for Progress in the 21st Century Act (MAP-21) and the subsequent Fixing America’s Surface Transportation (FAST) Act.

The FHWA released a Transportation Performance Management Dashboard that tracks state-by-state data for the following targets:

  • 5 Safety measures
  • 6 Infrastructure Condition measures
  • 3 Highway Reliability and Truck Travel Time Reliability measures
  • 1 Emissions Reduction measure (if applicable)
  • 2 Congestion measures for urbanized areas in the State (if applicable)​

Transportation Performance Management is a strategic approach that uses system information to make investment and policy decisions to achieve national performance goals.
