HB Flex is Harrisonburg Department of Public Transportation’s innovative microtransit pilot program designed to complement existing transit services with flexible, on-demand transportation options. This rideshare service operates similarly to commercial ride-hailing platforms but utilizes HDPT’s existing paratransit fleet of small buses and minivans.
The pilot program runs from May 19 through August 16, 2025, offering free rides within a designated service area encompassing Downtown Harrisonburg, Valley Mall, and the Burgess Road Walmart vicinity. Service hours are strategically scheduled for Monday through Saturday, 5:00-9:00 AM and 5:00-11:00 PM, based on community feedback from a feasibility study identifying peak demand for early morning and evening transportation.
Passengers access the service through the Passio Go mobile application or website, where they register and request same-day rides. The system accommodates multiple passengers per trip as a shared-ride service, maximizing efficiency while maintaining door-to-door convenience where safely possible. All vehicles are ADA-compliant and wheelchair accessible.
This pilot initiative represents HDPT’s commitment to exploring innovative transit solutions that address gaps in traditional fixed-route service, particularly for employment-related transportation during non-traditional hours. The department will evaluate ridership patterns, usage times, and community impact throughout the pilot period to inform decisions about permanent implementation and potential service expansions.
