The FY25 HRMPO Port Republic Road/Peach Grove Avenue/Neff Avenue Small Area Study has been completed. The study was led by VHB to evaluate the transportation corridor centered on the Port Republic Road/Peach Grove Avenue/Neff Avenue intersection in the City of Harrisonburg to address existing safety concerns and accommodate anticipated future development growth. This study area encompasses five key intersections experiencing significant safety and operational challenges, with the primary intersection ranking as the highest crash location in the HRMPO area with 88 total crashes and 34 injuries between 2019-2023. HRMPO goals for this study were to create a holistic transportation plan that addresses both current safety deficiencies and future capacity needs while enhancing multimodal connectivity, particularly given the approximately 800 approved residential units and additional mixed-use development planned within the study area. This study developed both immediate implementation recommendations for Smart Scale funding consideration and longer-term study recommendations to guide future development contributions and transportation improvements.
