HRMPO staff is processing one amendment request by the Harrisonburg Department of Public Transportation (HDPT) to the FY24-27 Transportation Improvement Program (TIP). The amendment will be available for public review from September 8 through September 15, 2026. The Policy Board will consider approving the TIP amendment at the September 17, 2026 Board meeting.
TIP Overview
The TIP is the region’s short-range program of federally funded transportation projects, updated regularly to reflect current costs, funding sources, and phasing. Amendments keep the TIP consistent with actual project costs and funding commitments. Processing amendments keeps the MPO in compliance with FHWA requirements and ensures the MPO and member localities continue to receive federal funding for these projects. Amendment: HAR0005 – Expansion Rolling Stock (HDPT Request)
This amendment adds FY27 funding for two new paratransit expansion vehicles. Federal Section 5307 funding increases from $0 to $320,000, state match increases from $0 to $64,000, and local funds increase from $0 to $16,000. Total project cost increases from $392,000 to $792,000, a change of roughly 102%, which exceeds the amendment threshold for this project’s cost bracket and requires formal amendment of the TIP. Written comments may be submitted to the HRMPO Administrator by 5:00 p.m. on September 15, 2026. Written comments may be made by mail to HRMPO, 112 MacTanly Place, Staunton, VA 24401, or by the website contact form. Comments may also be made in person at the next regularly scheduled meeting of the HRMPO Policy Board on September 17, 2026, at 3:00 p.m. at the Rockingham County Administration Center, 20 East Gay Street, Harrisonburg.
